Senate GOP Embrace President's Proposal to Replace Affordable Care Act

American lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators proposed a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.

Growing Consequences of Federal Closure

The impact on US citizens from the longest shutdown of the US government in history worsened on Saturday, as government employees went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As weekend meeting got started, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Multiple Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator said.

Another senator commended Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Democratic senators expressed alarmed responses to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."

Ongoing Talks

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an willingness to an developing proposal from a small group of moderate Democrats to terminate the shutdown in return for a later vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic senator persisted in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the subsidies.

"Doing nothing is derelict because people will go into debt, people will lose insurance, people will get sicker," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some observers indicated that the core of such a proposal would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the plan that failed to garner enough support in 2017.
