Sheffield Wednesday Confronts Major Issues, Says Independent Regulator

'We will play a key role in football's future' - football oversight chief the regulator's chair

The Championship club's ongoing struggles represent a a "major concern" and the new football authority is seeking powers to examine team situations in such situations, its new chair the official has stated.

In a wide-ranging interview, the chairman, who was recently selected, showed understanding towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the Championship side in recent days.

The team have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on five separate occasions, including in September.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the regulator explained.

"The club represents one of the great brands for English football and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring the club and similar situations brought to our attention if they warrant scrutiny and addressed."

Economic Challenges and Leadership Concerns

The team's struggling chairman the current owner suggested earlier this year he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, blocking the team from conducting any recruitment activities for the next three transfer windows, although those limitations were removed in late summer.

Official's Viewpoint

The chairman stated: "The position was created for the supporters of Wednesday, teams facing challenges where people are committed to a local institution that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the club's situation, as I do for all the clubs that in modern times have encountered failure, or approached financial ruin, for reasons that have nothing to do with the supporters."

Inquired if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"The final option we would consider is commence engagement with an individual club, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the owner's facing," the chairman stated.

"However, realistically, when you look back over the history of the sport, over the last 20 or 30 years there have been particular chairmen, few in number, but some who have been irresponsible in the manner they have operated their organizations and finally don't wish to take responsibility for the future."

'Mistakes could erase significant advances'

The regulator engaged delegates from multiple organizations to explain the responsibilities of the regulator on Wednesday and stated it constituted a "proactive meeting" with a "substantial involvement" from the grassroots to elite level.

"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished could disappear incredibly quickly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we've got to keep it going.

"Considerable investment coming into football and has come into football for the past two decades, because there's no guarantee it will keep flowing into the sport, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the next two or three years."

Elite Division Worries

Elite division representatives objected to the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I'm absolutely committed to the achievement and development as an economic entity of the elite league.

"I of all people understand the concern of undermining the top flight as an elite competition of this country. But concurrently, if you engage with division representatives after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a high level of reassurance."

Ideological Links

Kogan is still facing a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the political party in recent years.

The official contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the regulator explained.

"I currently have no participation in any form of political activity."
